If indeed there are separate UW and CC programming lists, that seems
like an artificial division that hurts the community(ies).  

How about this.  Offer kwlug-disc as a suitable forum for programming
discussion.  If programming discussion becomes too much for kwlug-disc,
spin it off to kwlug-prog or something.
