The average desktop user can do this by clicking on a .deb and having it
open in gdebi-gtk (the default in Ubuntu, anyway). It will install
dependancies from apt, and the local deb. Lots of Ubuntu users do this
using sites like getdeb and playdeb.
And actually, I never realized there is actually a console app included
in the gdebi-core package that would do what Rob wanted originally.
