You have to buy the phone, yes, but you can plug the SIM into any AWS-capable 
phone.  A friend of mine (Leif Madsen, of Asterisk fame) did this, and there 
aren't any issues outside of finding an AWS-capable phone he's happy with. :-)

It's in line with the other carriers. However what isn't in line is their 
other features.  THAT's what the hoopla is for, IMO.  $35/mo unlimited 
interwebs is something I'm willing to pay for.  $50/mo for basic phone service 
is not.
