You could try the Asus WL500g Premium router which runs OpenWRT.  It can
do all the things you want.  You will find that appliance boards have a
hard time keeping up with SATA drives through USB. You will only get a
couple of MB/s.  It won't be able to do too many tasks simultaneously.

I just built a gateway using an Atom board.  It has onboard gigabit LAN,
SATA and plenty of CPU (dual core Atom) to move data over the network or
on/off hard drives.  I dressed mine up with a couple of USB NICs for WAN
and VOIP. I am running trixbox (CentOS) on the system for VOIP.

The GSE versions of Atom motherboards from Intel should be able to run
fanless and pull under 25W.  The system I built idles at 30W and never
gets past 35W - the only fan is for the (ancient) chipset, the CPU just
has a passive sink.
