It seems to me that you could write a simple sed or awk script to convert those headings to html <h#> tags. Then import to a word processor.

I have a document that I acquired from the web.  At the beginning of the
document is this text: "Sub-section titles are in the form: L#: […].
These can be used to regenerate the structure using a Word Processor."

The document is structured with elements like this: L1: [CONTENTS] :L1,
L3: [Notes] :L3, etc.

I would like to convert the document into a printable format but I
cannot figure out how to do that in any automated way.  Does anyone know
how to do this?  I am unable to find any script or OpenOffice facility
to read that type of markup and convert it to any other format.
