The Direct Detect Fire Monitoring equipment is not mandatory in all 
of Kitchener.
But, according to the City of Kitchener wesbite (see below), it is 
required in some areas.

Required Fire Monitoring in Kitchener

In recent years many subdivisions have been developed in the outer 
areas of Kitchener that could not meet the response time as 
recommended by the Ontario Fire Marshal's office. These homes were 
approved on the condition that each home is equipped with a 
functioning DIRECT DETECT system.
