I don't know what is possible behind the great firewall, but can he ssh to a 
server on the other side? If so, ssh -D is your friend. Any cheap VPS can 
handle web browsing traffic. Nothing fancy to install, nothing to maintain. If 
you need something a little more, libproxychains can really do things up 
nicely for him.
