Well, C-32 has a provision that allows a "Governor" to regulate the 
details. In this way, this "Governor" could rule in the same way as the 
Library of Congress has ruled. Most likely, this will happen, since 
Canada is hanging behind in the implementation of the treaties, and 
quite frankly nobody seems to have the stomach to enforce copyright in 
the same harsh way in courts as it was done in the US in the courts (and 
even there the cases seem to have been taken out of court after the test 
cases have been completed).

Furthermore,  in Canada's parliament there at least was a Private 
Member's Bill-273 (Right to Repair) in 2009 for cars. However, the 
ruling of the Library of Congress may give us another argument to go to 
our MPs and ask C-32 being dropped or changed in a way that it truly 
allows fair use.
