It's identified differently and billed at the digression of the carrier/rate plan.
Example, I was on an old legacy unlimited data plan with Telus, but tethering was still billed per mb.
I switched to a 6gb plan and tetherin is included. I'm pretty sure all BB plans include tethering. The fine print on their site suggests so.

Does teathering just use the BB dataplan data allotment? or is it
