Not necessarily.
Forks are often a reaction to something.
If they have the support of most developers then the fork can supersede
the original.
This happened when Joomla was born from Mambo Server.

Disclosure: I abandoned Mandriva about 5 years ago for KDE Ubuntu and never
looked back.
