I haven't had an opportunity to use it, but Apache has an ERP solution
called OFBiz
http://ofbiz.apache.org/
There is also a GPLed fork of SugarCRM called vtiger
http://www.vtiger.com/
which looks like it has a lot of the features which you are looking for.
