To what end, vs Roger's own site?

If he has an issue, only Roger's own site will be accepted as evidence 
that he does/not have a problem.

If it show no issue, there's squat he can do about the poor 
performance he's observing at any particular point in time.

Except and unless the problem exists within his own premises / 
machine, and only Roger's own site (1 hop, presumably), is relevant in 
that case. Or unless he's having problems with a particular type of 
content, YouTube for example (not likely in this case or he would have 
said), in which case he delves into machine-specific file / app / 
settings issues.
