Go ahead, blame Rogers...

Unfortunately, I have had similar experience with Rogers and OpenVPN.  I
believe it has to do with Rogers' latency trashing... um, SpeedBoost ...
feature.  I never looked into the details - just got rid of Rogers - but
you might find that increasing the "replay-window" option on the server
side mitigates the problem.

pfsense allows you to set extra options in the "Advanced configuration"
section of a server/client definition.  Adding "verb 6" there should
turn up reporting.  Good luck on finding the log file...
