To me, they are creating an artificial scarcity to justify the continuation
of
monopoly. In Europe, Africa, Asia, ..etc, there is no expectation that you
MUST
buy the carriers handset for it to work. The worst case is to mandate a 3G
or
LTE, and you are free to get your own handset. No artificial tie in.

So, my own assessment is that there is no problem to be solved. It is all
clever lobbying and customers accepting it.
