I haven't experienced that problem, although my home line rarely gets any calls.
 
I haven't experienced any outgoing calls issues.
 
Did you checked with their support? they've been quite responsive to me in the past.

I seen to be having a lot of problems with voip.ms lately, at least I think it is them. I'm getting a lot of dropped calls, and when people call me many of them report bust signals, when I'm not on the phone, and other intermittent issues. Is anyone having similar issues?
