The time between 8pm and 12m is considered peak time. So it is very likely
that you will not get constant full speed at those times. 

Secondly.. Rogers is cheating with speed tests. They have a boost functionality
which gives you for the beginning of a connection a higher speed than you normally
get. This obviously fakes most speed tests out because they only measure this
first time of a connection. It has some advantage for doing smaller transfers, however,
if you donwload bigger things (like Open Source isos or bigger source code
packages) the average speed goes down a lot.
