OK, so digital service, never mind the analog comments.

How is SA box feeding TV? RCA cables? Composite? Cable? HDMI?

Not that it should matter but would be interesting if you saw a 
difference in behaviour between digital and analog to TV.

e.g. If you notice it on HDMI but not Cable, perhaps the glitch is 
between the SA and TV, not in getting to the SA?

i.e. Something impacting output performance from SA would appear as 
pixelation on HDMI, but poor signal (not pixelation) on cable.

For that matter, if you can record on the Rogers box, record a few 
seconds? See if playback is pixelated too?
