There's Jonathan Fritz's podcast, Slightly Sauced, at
http://slightlysauced.com/

Will Spaetzel (the guy behind WatCamp) runs a podcast aggregator
called Castroller at http://castroller.com/  That lists podcasts from
all over, but the software is local. Does that count? It does have a
"Regional" category, but the granularity is limited to "Canada" and
"U.S.", so not that useful for finding Waterloo Region podcasts.
