Agree: ease of learning, and popularity.

Add to that:

- being an internet language (anything you write will be on a public
server, subject to probes from automated scripts)

- available on any cheap shared hosting plan (low cost of entry)

- Installing web apps and not updating them (e.g. old versions of WordPress
or Drupal with vulnerabilities that were plugged in later versions).
