Not sure "cheap" and "quality" can co-exist when it comes to UPS tech.
Good batteries cost real money, as do good controllers.
And if you care about what your insurance company thinks, whatever you
plug into the wall should be CSA approved.
For new, quality UPS hardware, talk to the guys at PrimeSpec on
Breithaupt St. They sell Eaton Powerware hardware
with pretty much any configuration you might need.
