[kwlug-disc] Meta Docker Problem on GitlabCI

I'm trying to setup some GitLab Pipelines that will build a GoLang binary
and then build a Docker container from inside of a Docker container on the
host where the GitLab runner is.

>From what I understand this stuff should be trivial if you bind the
docker.sock inside of your container but I'm having a difficult time all
the same all of the logs and configs are in the forum thread I posted.
