Refresh rates? I have seen similar things when the video cards did not
want to play nicely with the installer.
Can you hook up an external monitor, boot the installer and see if
that works?
There can also be boot flags that indicate you should use only simpler
graphics, but I guess you tried those.
I do not have specifics for what you should do, but I have seen
similar graphical artifacts when installing.
