I just realized that there are two conditions that are by now ingrained 
in Russia's context and make faking traces more difficult. One is that 
even on internal flights and trains passport is required to by ticket. 
Two is you need passport to get SIM card.

It makes total sense that it is Navy folks (smarter, more strategic 
non-Russians :) ) started to develop that tool for privacy. Tor?
