Just checked on my Xubuntu 18.04, and found this:
# systemctl status fstrim.timer
fstrim.timer - Discard unused blocks once a week

Jan 15 13:37:23 tilapia systemd[1]: Started Discard unused blocks once a
week.
So it seems that it is enabled by default, and working ...
