[kwlug-disc] Installing Docker fails on Raspberry Pi 3

When I run lsmod | grep overlay, this is the output:

 > overlay                77824  1

And, modinfo overlay gives this:

 > filename: 
/lib/modules/4.15.0-135-generic/kernel/fs/overlayfs/overlay.ko


Is it possible the kernel module isn't loaded?
