Likewise, so I decided to do a web search. There are a couple of dubious analyses and some guv'mint sites that come up on the first page. The "analyses" were not informative. The official sites have info, but it written by bureaucrats or for legislators, so after a while my eyes kinda glazed over.

Therefore, I haven't read the following site yet, but I pass it on because I recognize the guys name as being someone who is listened to (and he is from the Great White North). I'll get to it eventually, but I won't make you wait for that to read it yourselves if you so choose:
