[kwlug-disc] New Mastodon server for @kwlug

Yeah, I agree that @kwlug doesn't belong on fosstodon, just because it's an unattended announcement feed, not a human engaging others in conversation. Some humans use tools to send their posts to multiple locations on the internet, and I think that's the kind of exemption they allow.
