One thing I just noticed: if I remove the wildcard from the systemd unit 
file, it works without the leading "/":

# tar -v  --directory=/ -pjcf /tmp/mailman-test.tar 
lib/systemd/system/mailman.service 
etc/apache2/sites-available/mailman2.conf
lib/systemd/system/mailman.service
etc/apache2/sites-available/mailman2.conf


Adding "--wildcards" as an option to tar did not help.
