So after screaming about it on a bunch of forums hoping the universe has already delivered something Google won't tell me about I've managed to find Parseable the tool works by default does HA if necessary by default allows log retention and doesn't rely on the JVM it's written under the AGPLv3 and backed by a company with a seemingly reasonable business model.  So even if they fork closed the current codebase would probably just get forked.
