Here is a question:

I have a server on a UPS, with NUT configured.
If the power goes down and returns within a few
minutes, the UPS takes over, and nothing happens.

But if the power outage is extended, and beyond
a threshold that I set in NUT (say 35% battery
remaining, using the directives below), then the
server will shutdown.

  override.battery.charge.low=35

So far so good.

But what happens when the power returns? The
server's UEFI (under APM) is currently set to 'last
state', which means the server will not power on.
This is inconvenient if I am not at home when the
power outage happens.

Some systems use complicated workflows, including
specialized management cards, or Wake Up on Lan,
but I don't have any of that.

Would setting UEFI's APM to 'Power On' solve this rare
problem? Or are there drawbacks to this?
