[kwlug-disc] question for the website programmers

I've been voluntold to build a website for a Ukrainian refugee who's trying
to start a cleaning business (cleaning homes).  One of the features that
she's asked for is an animated broom or feather duster that occasionally
flies around the screen and annoys people.  It doesn't have to alter/change
the page text; it just needs to pop in every now and then and fly around
for a few seconds.

The site will be your basic old-school HTML5/CSS3, manually coded.  I'm not
interested in WordPress or anything like that.  Most likely will get it
hosted on GoDaddy as that seems to be the cheapest option.

I know about enough HTMl/CSS to copy/paste from elsewhere into the site I'm
building.  So any advice is more than welcome.

Does anyone have any ideas to get me started (other than "google it"; I've
been doing that all night and getting nowhere).
