It's a derogatory term that originally referred to modifying street cars
for racing, mainly for looks, not performance.
Historically, a lot of the imported cars from Asia, such as the JDM
(Japanese Domestic Market) street racing scene were modified with larger
rims, exhaust, wings, etc.

Whenever I see a front wheel drive Civic with a huge wing adding rear
downforce (and reducing front wheel traction, killing power) I laugh a
bit...
To be fair, some of the wings will add force while cornering, which can
actually be useful, but if you know, you know...

setups similarly modified for looks... aka "ricing your desktop".
