You mentioned "new Dell server".

You may find that most current/recent server hardware takes a long long
time to boot - self test, fire up management, count how many fans there
are, enumerate all the devices on the RAID controller and offer to let
you reconfigure, various other things, and then finally go to the disk
and load grub.

I suspect if you watch the machine's console on a reboot you'll see why
it's taking so long for linux to start - the hardware is likely not in
a hurry.
