Thank you VERY much for posting.
I take it even after the point of exceeding your monthly allotment by
the max. surcharge $, you see no change in bandwidth speed? (I have
seen bits that suggest they put you down significantly - say < 1 Mbps.)
I also take it you don't have any other acquaintances who also exceed,
torrents or not. Or if you do, their experience matches yours?
