Do you mean the source data or the mashup itself?  If you wanted to try 
going the Google Maps route, you are required to pay them (on the order 
of $10k last time I checked) unless your map will be publicly available.

I don't know if anything similar exists for OpenStreetMap (JOSM + .osm 
maybe?), but if you can easily transform the dataset into KML you can 
have your users load up the KML file in Google Earth.  With either JOSM 
or Google Earth, this would probably be a lot less dynamic than you'd like.
