It might help if ...
What is the current standard? I assume Asterisk and Free<something>
[can't recall it at the moment]. (And what size / number of location
scenario's are you working on? 'Home' is one thing, multi-level / site /
country is another.)
What functional / feature deficiency is driving you away from such
solutions, towards FusionPBX or FreeSWITCH?
Sadly, as you well know, and seem to be experiencing, free usually means
little documentation / you get the support you've paid for. Any chance
there's a solution that costs a little but solves the deficiencies
you're running in to? If you can identify such, perhaps you can submit
it to be budgeted for.
Otherwise, I suppose all you can do is remind your requestors that they
are getting what they paid for. So suggest paying Kiwi a retainer?
For that matter, perhaps ask Kiwi to submit a proposal, pointing out how
taking phones off your maintenance plate would free you up for the
endless number of other things you also have on your plate?
