Now, I see that it has a 0x02, just like the other devices, when I query arp
from R1 (the main router). But then it goes to 0x0

Using ip neighbour, it changes from REACHABLE to  STALE to FAILED.

Still cannot ping it, regardless of the state it is in from the above list.
