Another update:
The above scheme worked. When rebooting a router, the Pi is only offline
for 10 minutes, while DHCP refreshes, then it is back again to normal.
Not a solution to the problem, but a workaround that does not require
drastic measures, such as a hard power off, or unplugging and moving
to a TV with HDMI.
