After some frustration, I managed to have a script that does what apcupsd
did: every time there is a power failure, I get an email reminding me to
reset the home appliances/devices that have their clocks go awry.

But it is still not clear what the conditions for a shutdown are, and where
to set the time for it.

Since the modem and router are on the same UPS as the server, I want the
server to shutdown earlier than those two, so internet access can remain
longer. With my load it is around 74 minutes, but if the power is not back
within, say 15 minutes, I want the server to shutdown.

Where is this 15 minutes set?
