My idea was to shutdown the server a bit early, so if the power is still off,
the router and modem are still up for an extended time on the remaining
UPS battery power. That way, there is internet access (as long as the laptops
have battery power).

This only happened twice within a couple of months of each other. It was
caused by a local transformer that blew up, and has been fixed since then.
Make me wonder if it is worth designing the shutdown around such rare cases.
