I cannot think of how the Rogers box could infer that it should not do 
NAT.  Can you?

With Bell, I could imagine that if your device starts doing PPPoE, then it 
could know not to NAT.

That's a really small subnet: /27.  When I used Rogers, my subnet was much 
larger: somewhere between /16 and /24.
