I don't think that's the idea being advanced though.

The developers are doing work creating things, but the grunt work of 
testing and maintenance isn't as fulfilling, appreciated, nor as glamorous.


Those are probably the areas where more encouragement is required.



It's often posited that one of the problems with Google is that they 
create new products (then get promoted), no one wants to do the 
maintenance (the thankless task with no promotions), then the products 
get killed off.

Speculative, but does seem to explain the tendencies we've witnessed 
over the past several years.
