Good recruiters will do this. I've not been in the job market for a long 
time, but my neighbor worked with an excellent recruiter by the name of 
Daryl Daly who does IT recruiting.  You can find him on LinkedIn- I 
believe he is working from Germany at the moment but still doing his 
thing and was previously in the GTA but recruiting for employers across 
Canada from what I understand. That guy is top shelf in the way he 
manages his candidates. Checks all the boxes you mention.
